Renfrewshire children's worker sent sexual messages to young woman

A Renfrewshire children and young persons worker told a vulnerable woman he previously supported that he "would come to her flat and have sex with her".

William Campbell was struck off following an investigation by the Scottish Social Services Council (SSSC) after he behaved inappropriately using his personal phone.

Between February 6 and 13, 2024, he asked the young woman to add him on Snapchat and to send him "some nice pictures".

And on or around February 13, at around 2.24am, on a video call, Campbell asked the woman, who was wearing a Minnie Mouse headband, to "get on her knees" while he had a finger in his mouth. He screenshared images of "sexy" Minnie Mouse and Tinkerbell costumes, telling her he would buy them for her.

During the three-hour call, he continued by searching for images of naked women in collars, nipple clamps, and gags, and said he would buy similar items for her, including a "school uniform."

He also asked if any of her friends had an OnlyFans account and confessed to her that he was "getting full of the gear."

He also told the woman, "I could get into your flat really easily if I wanted to, I would kick in the door and restrain you."

He also said: "I might need to tie you up to the radiator" and "I will buy rope".

Campbell further manipulated the woman by saying: "You are so vulnerable you don’t have anyone.

"You are lucky to have me in your life as you don’t have anyone else."

He also asked her to show him how far she could swallow a sex toy and to put it down her throat.

The SSSC investigation also uncovered that in 2022, Campbell had messaged a colleague on Snapchat saying he "wanted to choke" her.

And in February 2024, he sent her an unsolicited sexual image of a woman bound with rope and a man holding her head against his groin.

The SSSC said: "A suspension order would not be appropriate as such an order would not protect people who use services and the public.

"The panel could not conclude that a period of suspension of itself would serve any purpose by allowing you to remedy the cause of the impairment of your fitness to practise.

"The panel has already expressed the view that you have demonstrated only limited insight as to why your behaviour is unacceptable and posed a risk to vulnerable individuals on whom your behaviour has had a lasting impact."

He admitted that his fitness to practise was impaired.

The panel made the decision to impose a removal order on his registration in the part of the register for children and young people’s worker.
